It's an area you can enter once you reach officer status.

It where you can purchase the PvP items. In Stormwind It's in the Old Town district. SI:7 I think.

I'm not sure where it is in Orgrimmar.

But yes, it's exists, you just have to reach officer rank 6 (Knight for Alliance and Stone Guard for Horde) before you can go in
